AN ACT CONCERNING THE ADOPTION OF CHILDREN BY RELATIVE 
CAREGIVERS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That chapters 803 and 815t of the general statutes be amended to 1 
provide that in any proceeding involving the potential adoption of a 2 
minor child by a prospective adoptive parent who is a relative of the 3 
child, the Department of Children and Families may not present 4 
evidence of abuse, neglect or drug use, which is alleged to have been 5 
committed by such prospective adoptive more than ten years prior to 6 
the date of the proceeding, except evidence of sexual abuse alleged to 7 
have been committed by such prospective adoptive parent more than 8 
ten years prior to the date proceeding, may be presented by the 9 
department. 10 
Statement of Purpose:   
To promote the adoption of children by relative caregivers.
