OLR Bill Analysis
HB 5164

AN ACT CONCERNING INSTALLERS OF RESIDENTIAL VERTICAL
PLATFORM LIFTS.

SUMMARY
This bill establishes a residential vertical platform lift technician’s
license. The license is valid for one year from the date of issuance. The
initial license fee is $150 and the renewal fee is $75.
By December 31, 2021, the consumer protection commissioner, after
consulting with the Elevator Installation, Repair and Maintenance
Board, must amend existing residential stair lift regulations to establish
the license. The regulations must include the amount and type of
experience, training, continuing education, and exam requirements, if
any, to obtain or renew the license.
Under the bill, licensed tradespeople (e.g., unlimited contractor
elevator licensee) whose licenses allow them to install and repair
vertical platform lifts may continue to do so and are not required to
obtain a residential vertical platform lift technician’s license.
