1419 AN ACT ALLOWING CERT AIN PERMITTEES TO SELL ALCOHOLIC
1520 LIQUOR FOR OFF-PREMISES CONSUMPTION.
1621 Be it enacted by the Senate and House of Representatives in General

1924 Section 1. (NEW) (Effective from passage) (a) From the effective date of 1
2025 this section until three years after the effective date of this section, the 2
21-holder of a permit issued pursuant to section 30-16, 30-21 or 30-22 of the 3
22-general statutes or subsection (a), (g), (h) or (i) of section 30-22a of the 4
23-general statutes, may sell for off-premises consumption sealed 5

35-consumption shall be given to a consumer in a securely sealed container 17

36+(c) Alcoholic liquor sold for off-premise consumption pursuant to this 13
37+section may be sold in a container other than the manufacturer's original 14

43-cap or seal. A securely sealed container does not include a container 19
44-with a lid with sipping holes or openings for straws. Each securely 20
45-sealed container shall be placed in a bag by the permittee's agent or 21
46-employee prior to removal from the permit premises. 22
47-(d) If a permittee is delivering alcoholic liquor and food, such 23
48-delivery shall be made only by a direct employee of the permittee and 24
49-not by a third-party vendor or entity, unless such third-party vendor or 25
50-entity holds an in-state transporter's permit. 26
51-(e) The sale of alcoholic liquor for off-premises consumption 27
52-pursuant to this section shall (1) be conducted only during the hours a 28
53-package store is permitted to sell alcoholic liquor under the provisions 29
54-of subsection (d) of section 30-91 of the general statutes, and (2) if sold 30
55-by a permittee under section 30-21 or 30-22 of the general statutes, 31
56-comply with all applicable requirements of said sections and the limits 32
57-imposed under subsection (g) of this section. 33
58-(f) A sealed container of alcoholic liquor sold pursuant to this section 34
59-shall not be deemed an open container, provided the sealed container is 35
60-unopened, the seal has not been tampered with, and the contents of the 36
61-sealed container have not been partially removed. 37
62-(g) The sale of alcoholic liquor for off-premises consumption 38
63-pursuant to this section by a permittee under section 30-21 or 30-22 of 39
64-the general statutes shall comply with the following limits for any one 40
65-order, per customer: (1) One hundred ninety-six ounces, for beer, (2) one 41
66-liter, for spirits, and (3) one and one-half liters, for wine. 42
67-(h) The provisions of this section shall not apply to the retail sale of 43
68-any alcoholic liquor manufactured by a manufacturer permittee under 44
69-section 30-16 of the general statutes on its permit premises for off-45
70-premises consumption, which shall be subject to the requirements of 46
71-said section, including, but not limited to, the volume limits and hours 47
72-of sale set forth in said section. 48

81-of any manufacturer permit issued pursuant to section 30-16 of the 51
82-general statutes may deliver alcoholic liquor manufactured by such 52
83-permittee, provided such delivery is made only by a direct employee of 53
84-the permittee and not by a third-party vendor or entity, unless such 54
85-third-party vendor or entity holds an in-state transporter's permit. Any 55
86-alcoholic liquor delivered by a permittee under this section shall comply 56
87-with all applicable limits of section 30-16 of the general statutes allowing 57
88-the permittee to sell at retail, from the permittee's premises, sealed 58
89-bottles or other sealed containers of alcoholic liquor manufactured by 59
90-the permittee on the premises for off-premises consumption. 60
91-(b) Any alcoholic liquor delivered by a permittee under section 30-16 61
92-of the general statutes for off-premises consumption pursuant to this 62
93-section need not be accompanied by food. 63
94-(c) The delivery of alcoholic liquor by a permittee under section 30-64
95-16 of the general statutes for off-premises consumption pursuant to this 65
96-section shall (1) be conducted only during the hours a package store is 66
97-permitted to sell alcoholic liquor under the provisions of subsection (d) 67
98-of section 30-91 of the general statutes, and (2) comply with all 68
99-applicable requirements of section 30-91 of the general statutes. 69
