25 | 25 | | Be it enacted by the Senate and House of Representatives in General |

26 | 26 | | Assembly convened: |

28 | 28 | | That the general statutes be amended to: (1) Establish (A) a self-1 |
---|
29 | 29 | | insured single payer health care program for this state which shall, 2 |
---|
30 | 30 | | among other things, (i) operate on a fee-for-service basis with individual 3 |
---|
31 | 31 | | health care providers, and utilize global budgets for hospitals and long-4 |
---|
32 | 32 | | term care facilities, negotiated on the basis of need, (ii) expand access to 5 |
---|
33 | 33 | | all residents of this state and coverage for health care benefits including, 6 |
---|
34 | 34 | | but not limited to, dental, vision, hearing, hearing aid, durable medical 7 |
---|
35 | 35 | | equipment, reproductive health care, long-term care and prescription 8 |
---|
36 | 36 | | drug benefits as well as benefits for all other medically indicated health 9 |
---|
37 | 37 | | care, (iii) be funded through taxation in lieu of premiums, (iv) not 10 |
---|
38 | 38 | | impose any coinsurance, copayment, deductible or other out-of-pocket 11 |
---|
39 | 39 | | expense for a covered benefit provided to an enrollee, (v) use a broad 12 Proposed Bill No. 5340 |

49 | 49 | | health care access, early intervention, reducing costs and improving 18 |

50 | 50 | | health outcomes and investment in this state's business environment, 19 |

51 | 51 | | and (xi) support transitions by this state's displaced insurance 20 |
---|
52 | 52 | | workforce, and (B) various agencies and entities to oversee this state's 21 |
---|
53 | 53 | | single payer health care program; and (2) request a waiver from the 22 |
---|
54 | 54 | | federal government pursuant to Section 1332 of the Patient Protection 23 |
---|
55 | 55 | | and Affordable Care Act, P.L. 111-148, as amended from time to time. 24 |
