2323 AN ACT ESTABLISHING A SINGLE PAYER HEALTH CARE
2424 PROGRAM IN CONNECTICUT.
2525 Be it enacted by the Senate and House of Representatives in General
2626 Assembly convened:

2828 That the general statutes be amended to: (1) Establish (A) a self-1
2929 insured single payer health care program for this state which shall, 2
3030 among other things, (i) operate on a fee-for-service basis with individual 3
3131 health care providers, and utilize global budgets for hospitals and long-4
3232 term care facilities, negotiated on the basis of need, (ii) expand access to 5
3333 all residents of this state and coverage for health care benefits including, 6
3434 but not limited to, dental, vision, hearing, hearing aid, durable medical 7
3535 equipment, reproductive health care, long-term care and prescription 8
3636 drug benefits as well as benefits for all other medically indicated health 9
3737 care, (iii) be funded through taxation in lieu of premiums, (iv) not 10
3838 impose any coinsurance, copayment, deductible or other out-of-pocket 11
3939 expense for a covered benefit provided to an enrollee, (v) use a broad 12 Proposed Bill No. 5340

4444 provider network, (vi) not utilize balance billing, (vii) expand the 13
4545 negotiating pool of insureds for all residents of this state, (viii) include 14
4646 a vehicle to analyze the true costs to, and savings generated for, 15
4747 residents of this state, (ix) provide channels to contain health care costs 16
4848 and increase accountability and oversight, (x) prioritize preventative 17
4949 health care access, early intervention, reducing costs and improving 18
5050 health outcomes and investment in this state's business environment, 19
5151 and (xi) support transitions by this state's displaced insurance 20
5252 workforce, and (B) various agencies and entities to oversee this state's 21
5353 single payer health care program; and (2) request a waiver from the 22
5454 federal government pursuant to Section 1332 of the Patient Protection 23
5555 and Affordable Care Act, P.L. 111-148, as amended from time to time. 24
5656 Statement of Purpose:
5757 To: (1) Establish (A) a self-insured single payer health care program for
5858 this state, and (B) various agencies and entities to oversee this state's
5959 single payer health care program; and (2) request a waiver from the
6060 federal government pursuant to the Patient Protection and Affordable
6161 Care Act.
