AN ACT ESTABLISHING A SINGLE PAYER HEALTH CARE 
PROGRAM IN CONNECTICUT. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to: (1) Establish (A) a self-1 
insured single payer health care program for this state which shall, 2 
among other things, (i) operate on a fee-for-service basis with individual 3 
health care providers, and utilize global budgets for hospitals and long-4 
term care facilities, negotiated on the basis of need, (ii) expand access to 5 
all residents of this state and coverage for health care benefits including, 6 
but not limited to, dental, vision, hearing, hearing aid, durable medical 7 
equipment, reproductive health care, long-term care and prescription 8 
drug benefits as well as benefits for all other medically indicated health 9 
care, (iii) be funded through taxation in lieu of premiums, (iv) not 10 
impose any coinsurance, copayment, deductible or other out-of-pocket 11 
expense for a covered benefit provided to an enrollee, (v) use a broad 12  Proposed Bill No.  5340

provider network, (vi) not utilize balance billing, (vii) expand the 13 
negotiating pool of insureds for all residents of this state, (viii) include 14 
a vehicle to analyze the true costs to, and savings generated for, 15 
residents of this state, (ix) provide channels to contain health care costs 16 
and increase accountability and oversight, (x) prioritize preventative 17 
health care access, early intervention, reducing costs and improving 18 
health outcomes and investment in this state's business environment, 19 
and (xi) support transitions by this state's displaced insurance 20 
workforce, and (B) various agencies and entities to oversee this state's 21 
single payer health care program; and (2) request a waiver from the 22 
federal government pursuant to Section 1332 of the Patient Protection 23 
and Affordable Care Act, P.L. 111-148, as amended from time to time. 24 
Statement of Purpose:   
To: (1) Establish (A) a self-insured single payer health care program for 
this state, and (B) various agencies and entities to oversee this state's 
single payer health care program; and (2) request a waiver from the 
federal government pursuant to the Patient Protection and Affordable 
Care Act.
