AN ACT CONCERNING THE AUTOMATIC TRANSFER OF CERTAIN AUTO THEFT CASES FROM THE JUVENILE COURT TO THE CRIMINAL DOCKET AND REVISING THE STATE -WIDE POLICY ON POLICE PURSUITS SPECIFIC TO PROPERTY CRIMES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That (1) title 46b of the general statutes be amended to require the 1 automatic transfer to criminal court of a case of a juvenile charged with 2 larceny involving theft of a motor vehicle if the juvenile has previously 3 been adjudicated as delinquent for, convicted of, or plead guilty or nolo 4 contendere to one or more offenses of larceny involving theft of a motor 5 vehicle; and (2) section 14-283a of the general statutes be amended to 6 direct the Police Officer Standard and Training Council to revise the 7 state-wide policy on motor vehicle pursuit by police officers to specify 8 that a police officer may engage in a pursuit when the driver of the 9 fleeing vehicle is suspected of a crime against property, including theft 10 of a motor vehicle. 11 Proposed Bill No. 5362 LCO No. 494 2 of 2 Statement of Purpose: To promote more effective deterrents to motor vehicle theft by juveniles and to revise the state-wide policy on motor vehicle pursuit by police officers specific to property crimes.
