1818 AN ACT CONCERNING SEXUAL ASSAULT IN THE ABSENCE OF

2020 Be it enacted by the Senate and House of Representatives in General
2121 Assembly convened:

2323 That section 53a-65 of the general statutes be amended to codify the 1
2424 term "consent" to mean a person's capable, deliberate and voluntary 2
2525 agreement to or concurrence to engage in a specific act of sexual 3
2626 intercourse or sexual contact; and that section 53a-71 of the general 4
2727 statutes be amended to make a person guilty of sexual assault in the 5
2828 second degree when such person engages in sexual intercourse with 6
2929 another person and such other person does not consent to such act. 7
3030 Statement of Purpose:
3131 To make sexual intercourse without consent a crime.
