AN ACT CONCERNING SEXUAL ASSAULT IN THE ABSENCE OF 
CONSENT. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That section 53a-65 of the general statutes be amended to codify the 1 
term "consent" to mean a person's capable, deliberate and voluntary 2 
agreement to or concurrence to engage in a specific act of sexual 3 
intercourse or sexual contact; and that section 53a-71 of the general 4 
statutes be amended to make a person guilty of sexual assault in the 5 
second degree when such person engages in sexual intercourse with 6 
another person and such other person does not consent to such act. 7 
Statement of Purpose:   
To make sexual intercourse without consent a crime.
