LCO No. 1911 1 of 2 General Assembly Proposed Bill No. 5557 January Session, 2021 LCO No. 1911 Referred to Committee on JUDICIARY Introduced by: REP. GILCHREST, 18th Dist. AN ACT CONCERNING HUMAN TRAFFICKING. Be it enacted by the Senate and House of Representatives in General Assembly convened: That: (1) Section 46a-170 of the general statutes be amended to revise 1 the membership of the Trafficking in Persons Council; (2) the general 2 statutes be amended to allow certain testimony in the case of a 3 delinquency proceeding to be compelled; (3) the general statutes be 4 amended to establish an affirmative defense for trafficking in persons in 5 the case of a victim of trafficking; (4) section 53a-192a of the general 6 statutes concerning trafficking in persons, section 53a-83 of the general 7 statutes concerning patronizing a prostitute and section 53a-83b of the 8 general statutes concerning commercial sexual abuse of a minor be 9 amended to replace "for a fee" with "in exchange for anything of value"; 10 (5) sections 17a-106g, 44-5 and 46a-170 of the general statutes be 11 amended to streamline training requirements and clarify the entities 12 required to be trained and that funding be provided to assist with the 13 implementation of training requirements; (6) the general statutes be 14 amended to extend vacatur relief to a person who committed certain 15 crimes if a conviction is based on participation in the crime by the 16 Proposed Bill No. 5557 LCO No. 1911 2 of 2 convicted person due to such person being a victim of trafficking; (7) the 17 general statutes be amended to authorize extended periods of probation 18 for certain crimes against minors; and (8) the general statutes be 19 amended to establish a uniform ordinance for municipalities pertaining 20 to massage therapists. 21 Statement of Purpose: To enact the recommendations of the Trafficking in Persons Council to prevent and address human trafficking.
