AN ACT CONCERNING OP IOIDS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a task force 1 
to study protocols used by first responders, emergency medical services 2 
personnel, police officers, hospital personnel and medical examiners 3 
following an opioid overdose death. 4 
(b) The task force shall consist of the following members: 5 
(1) Two appointed by the speaker of the House of Representatives;  6 
(2) Two appointed by the president pro tempore of the Senate; 7 
(3) One appointed by the majority leader of the House of 8 
Representatives; 9 
(4) One appointed by the majority leader of the Senate; 10 
(5) One appointed by the minority leader of the House of 11

(6) One appointed by the minority leader of the Senate; 13 
(7) The Commissioner of Public Health, or the commissioner's 14 
designee; and 15 
(8) The Commissioner of Emergency Services and Public Protection, 16 
or the commissioner's designee. 17 
(c) Any member of the task force appointed under subdivision (1), 18 
(2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 19 
of the General Assembly. 20 
(d) All initial appointments to the task force shall be made not later 21 
than thirty days after the effective date of this section. Any vacancy shall 22 
be filled by the appointing authority. 23 
(e) The speaker of the House of Representatives and the president pro 24 
tempore of the Senate shall select the chairpersons of the task force from 25 
among the members of the task force. Such chairpersons shall schedule 26 
the first meeting of the task force, which shall be held not later than sixty 27 
days after the effective date of this section. 28 
(f) The administrative staff of the joint standing committee of the 29 
General Assembly having cognizance of matters relating to public 30 
health shall serve as administrative staff of the task force. 31 
(g) Not later than January 1, 2022, the task force shall submit a report 32 
on its findings and recommendations to the joint standing committees 33 
of the General Assembly having cognizance of matters relating to public 34 
health and public safety, in accordance with the provisions of section 11-35 
4a of the general statutes. The task force shall terminate on the date that 36 
it submits such report or January 1, 2022, whichever is later. 37 
Sec. 2. (NEW) (Effective July 1, 2021) On or before January 1, 2022, the 38 
Commissioner of Public Health shall (1) establish guidelines for the use 39 
of evidence-based, nonpharmaceutical therapies to treat chronic pain, 40 
including, but not limited to, chiropractic treatment and physical 41 
therapy, and (2) conduct educational and outreach activities to raise 42  Raised Bill No.  5597

awareness of such guidelines. 43 
This act shall take effect as follows and shall amend the following 
sections:
