2020 AN ACT CONCERNING MU NICIPAL OPPORTUNITY
2121 REIMBURSEMENT AND ED UCATIONAL EQUITY.
2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 Section 1. Section 10-285a of the general statutes is amended by 1
2626 adding subsection (k) as follows (Effective from passage): 2
2727 (NEW) (k) The percentage determined pursuant to this section for a 3
2828 school building project grant, for a school under the jurisdiction of a 4
2929 local or regional board of education for a municipality that the 5
3030 Department of Housing has deemed to be an inclusive municipality, 6
3131 that is approved on or after July 1, 2023, shall be increased by ten 7
3232 percentage points. As used in this subsection, "inclusive municipality" 8
3333 means any town that: (1) Has a total population, as defined in section 9
3434 10-261, of greater than six thousand; (2) has less than ten per cent of its 10
3535 housing units determined by the Department of Housing to be 11
3636 affordable; (3) has adopted and maintained zoning regulations that (A) 12
3737 promote fair housing, as determined by said department, (B) provide a 13
3838 streamlined process for multifamily housing of three units or more, (C) 14

46-and (4) has constructed new affordable housing units that (A) are 16
