22 | 22 | Be it enacted by the Senate and House of Representatives in General | |
23 | 23 | Assembly convened: | |

25 | 25 | That section 10-76g of the general statutes be amended to (1) phase in 1 | |
26 | 26 | a significantly funded excess cost grant, (2) ensure that a school district 2 | |
27 | 27 | in which more than ten per cent of its total student population is 3 | |
28 | 28 | receiving special education or related services receives the full amount 4 | |
29 | 29 | of its excess costs above four and one-half times its net current 5 | |
30 | 30 | expenditures per pupil, (3) ensure that excess costs are paid in a more 6 | |
31 | 31 | timely manner, (4) support an incentive system for students to be 7 | |
32 | 32 | educated in the town, in the region and in the state, (5) improve the 8 | |
33 | 33 | identification rates of students who require special education, and (6) 9 | |
34 | 34 | assist in developing or improving closer-to-home programs coupled 10 | |
35 | 35 | with ensuring accountability for private placements and facilities. 11 | |
