2020 AN ACT INCREASING FUNDING AND IMPROVING SERVICES FOR
2121 SPECIAL EDUCATION.
2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 That section 10-76g of the general statutes be amended to (1) phase in 1
2626 a significantly funded excess cost grant, (2) ensure that a school district 2
2727 in which more than ten per cent of its total student population is 3
2828 receiving special education or related services receives the full amount 4
2929 of its excess costs above four and one-half times its net current 5
3030 expenditures per pupil, (3) ensure that excess costs are paid in a more 6
3131 timely manner, (4) support an incentive system for students to be 7
3232 educated in the town, in the region and in the state, (5) improve the 8
3333 identification rates of students who require special education, and (6) 9
3434 assist in developing or improving closer-to-home programs coupled 10
3535 with ensuring accountability for private placements and facilities. 11
3636 Statement of Purpose:
3737 To improve funding and services for special education for students.
