AN ACT INCREASING FUNDING AND IMPROVING SERVICES FOR 
SPECIAL EDUCATION. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That section 10-76g of the general statutes be amended to (1) phase in 1 
a significantly funded excess cost grant, (2) ensure that a school district 2 
in which more than ten per cent of its total student population is 3 
receiving special education or related services receives the full amount 4 
of its excess costs above four and one-half times its net current 5 
expenditures per pupil, (3) ensure that excess costs are paid in a more 6 
timely manner, (4) support an incentive system for students to be 7 
educated in the town, in the region and in the state, (5) improve the 8 
identification rates of students who require special education, and (6) 9 
assist in developing or improving closer-to-home programs coupled 10 
with ensuring accountability for private placements and facilities. 11 
Statement of Purpose:   
To improve funding and services for special education for students.
