2323 AN ACT CONCERNING THE PROVISION OF DISTANCE LEARNING
2424 BY SCHOOL DISTRICTS.
2525 Be it enacted by the Senate and House of Representatives in General
2626 Assembly convened:

2828 That title 10 of the general statutes be amended to require (1) the 1
2929 Department of Education to establish uniform, state-wide standards 2
3030 regarding distance learning for students and to annually conduct a 3
3131 review of how boards of education are implementing such standards, 4
3232 (2) students with 504 plans and IEPs to receive in-person instruction and 5
3333 not be required to participate in distance learning unless the school can 6
3434 demonstrate such student's educational requirements be met through 7
3535 distance learning, (3) local and regional boards of education to, when 8
3636 adopting the calendar for the school year, designate the first three 9
3737 inclement weather days as traditional snow days without the 10
3838 requirement that students and teachers engage in distance learning, and 11
3939 any subsequent inclement weather days may be distance learning 12
4040 sessions for students and count towards the requirement of one 13

4747 Statement of Purpose:
4848 To (1) ensure that school districts are provided a uniform set of
4949 standards in order to deliver education to students in a distance learning
5050 environment and to require a review of how these standards are being
5151 met; (2) accommodate students with 504 plans and IEPs; (3) allow school
5252 districts to designate a certain number of snow days with and without
5353 remote learning in order to enable the districts to maintain flexibility in
5454 providing educational needs to students and families; and (4) require
5555 teacher training in remote and distance learning at no cost to towns.
