AN ACT CONCERNING THE PROVISION OF DISTANCE LEARNING 
BY SCHOOL DISTRICTS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 10 of the general statutes be amended to require (1) the 1 
Department of Education to establish uniform, state-wide standards 2 
regarding distance learning for students and to annually conduct a 3 
review of how boards of education are implementing such standards, 4 
(2) students with 504 plans and IEPs to receive in-person instruction and 5 
not be required to participate in distance learning unless the school can 6 
demonstrate such student's educational requirements be met through 7 
distance learning, (3) local and regional boards of education to, when 8 
adopting the calendar for the school year, designate the first three 9 
inclement weather days as traditional snow days without the 10 
requirement that students and teachers engage in distance learning, and 11 
any subsequent inclement weather days may be distance learning 12 
sessions for students and count towards the requirement of one 13 
hundred eighty days of school session, and (4) state-supported teacher 14  Proposed Bill No.  5783

Statement of Purpose:   
To (1) ensure that school districts are provided a uniform set of 
standards in order to deliver education to students in a distance learning 
environment and to require a review of how these standards are being 
met; (2) accommodate students with 504 plans and IEPs; (3) allow school 
districts to designate a certain number of snow days with and without 
remote learning in order to enable the districts to maintain flexibility in 
providing educational needs to students and families; and (4) require 
teacher training in remote and distance learning at no cost to towns.
