AN ACT ESTABLISHING STANDARDS FOR COMPOSTABLE 
PRODUCTS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to require ASTM certification 1 
for any product advertised as compostable and mandate such products 2 
be tinted green or brown and products that do not meet such standards 3 
not be labeled as biodegradable or decomposable and require that in 4 
2022 all precheckout bags be ASTM D6400 and TUV OK Home Compost 5 
certified and contain at least thirty per cent total organic carbon content 6 
renewable material. 7 
Statement of Purpose:   
To establish a certain standard for compostable bags and require certain 
checkout bags to meet particular ASTM standards for compostable 
products.
