AN ACT AUTHORIZING BONDS OF THE STATE FOR THE 
NONPROFIT GRANT PROGRAM. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the State Bond Commission be empowered to authorize the 1 
issuance of bonds of the state in accordance with section 3-20 of the 2 
general statutes, in principal amounts not exceeding in the aggregate 3 
fifty million dollars, provided twenty-five million dollars of such 4 
authorization shall be effective July 1, 2022, the proceeds of which shall 5 
be used by the Office of Policy and Management for the purpose of 6 
providing grants-in-aid to private, nonprofit health and human service 7 
organizations that are exempt under Section 501(c)(3) of the Internal 8 
Revenue Code of 1986, and that receive funds from the state to provide 9 
direct health or human services to state agency clients, for alterations, 10 
renovations, improvements, additions and new construction, including 11 
health, safety, compliance with the Americans with Disabilities Act and 12 
energy conservation improvements, information technology systems, 13  Proposed Bill No.  5866

technology for independence, purchase of vehicles and acquisition of 14

Statement of Purpose:   
To enhance health and human service delivery, efficiency and 
effectiveness.
