| 27 | 27 | mental incapacity, the signature of such person on an application for an 4 | |
| 28 | 28 | absentee ballot or on the outer envelope of an absentee ballot set shall 5 | |
| 29 | 29 | be cosigned by the individual serving as conservator for such person, as 6 | |
| 30 | 30 | agent under a power of attorney for such person or in a substantially 7 | |
