AN ACT CONCERNING SIGNATURES ON ABSENTEE VOTING 
MATERIALS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That chapter 145 of the general statutes be amended to require that, 1 
in the case of any person who is subject to conservatorship by the 2 
Probate Court or has surrendered decision-making authority due to 3 
mental incapacity, the signature of such person on an application for an 4 
absentee ballot or on the outer envelope of an absentee ballot set shall 5 
be cosigned by the individual serving as conservator for such person, as 6 
agent under a power of attorney for such person or in a substantially 7 
similar decision-making role. 8 
Statement of Purpose:   
To require, in the case of any person who is subject to a conservatorship 
or has surrendered decision-making authority due to mental incapacity, 
that the individual serving as conservator or other agent of such person 
cosign certain absentee voting materials.
