| 21 | 21 | | Be it enacted by the Senate and House of Representatives in General |

| 22 | 22 | | Assembly convened: |

| 24 | 24 | | That subsection (a) of section 31-56b of the general statutes be 1 |
|---|
| 25 | 25 | | amended as follows: "Project labor agreements for public works 2 |
|---|
| 26 | 26 | | projects. (a) Notwithstanding the provisions of any general statute, 3 |
|---|
| 27 | 27 | | regulation or requirement regarding procurement of goods or services, 4 |
|---|
| 28 | 28 | | a public entity may require a project labor agreement for any public 5 |
|---|
| 29 | 29 | | works project when such public entity has determined in writing, on a 6 |
|---|
| 30 | 30 | | project-by-project basis and acting within its discretion, that it is in the 7 |
|---|
| 31 | 31 | | public's interest to require such an agreement. In making such 8 |
|---|
| 32 | 32 | | determination, the public entity [may] shall consider, evaluate and 9 |
|---|
| 33 | 33 | | determine the effects a project labor agreement may have on (1) the 10 |
|---|
| 34 | 34 | | efficiency, cost and direct and indirect economic benefits to the public 11 |
|---|
| 35 | 35 | | entity and the public; (2) the availability of a skilled workforce to 12 |
|---|
| 36 | 36 | | complete the public works project; (3) the prevention of construction 13 |
|---|
| 37 | 37 | | delays; (4) the safety and quality of the public works project; (5) the 14 |
|---|
| 38 | 38 | | advancement of minority and women-owned businesses; and (6) 15 Proposed Bill No. 5950 |
