AN ACT REQUIRING PUBLIC ENTITIES TO EVALUATE AND 
DETERMINE THE EFFECTS OF PROJECT LABOR AGREEMENTS ON 
THE PUBLIC. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That subsection (a) of section 31-56b of the general statutes be 1 
amended as follows: "Project labor agreements for public works 2 
projects. (a) Notwithstanding the provisions of any general statute, 3 
regulation or requirement regarding procurement of goods or services, 4 
a public entity may require a project labor agreement for any public 5 
works project when such public entity has determined in writing, on a 6 
project-by-project basis and acting within its discretion, that it is in the 7 
public's interest to require such an agreement. In making such 8 
determination, the public entity [may] shall consider, evaluate and 9 
determine the effects a project labor agreement may have on (1) the 10 
efficiency, cost and direct and indirect economic benefits to the public 11 
entity and the public; (2) the availability of a skilled workforce to 12 
complete the public works project; (3) the prevention of construction 13 
delays; (4) the safety and quality of the public works project; (5) the 14 
advancement of minority and women-owned businesses; and (6) 15  Proposed Bill No.  5950

employment opportunities for the community. In the event the public 16 
entity elects to utilize a project labor agreement for the public works 17 
project, the analysis and determination supporting such use by the 18 
public entity shall be made available to the public."19 
Statement of Purpose:   
To require public entities to evaluate and determine the effects of project 
labor agreements on the public and make such evaluations and 
determinations available to the public.
