AN ACT CONCERNING THE MENTAL HEALTH OF STUDENTS AND 
CHILDREN. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to (1) require the state Board of 1 
Education to amend the definition of "excused absence" to include 2 
illness or recovery concerning mental health; (2) increase access to 3 
outpatient mental health treatment by juveniles by allowing any minor 4 
thirteen years of age or older to request and receive such treatment 5 
without the consent of the minor's parent or guardian; and (3) permit 6 
school districts to create, in consultation with the Department of Mental 7 
Health and Addiction Services, evidence-based student mental health 8 
screening programs appropriate for each grade and age level. 9 
Statement of Purpose:   
To promote the mental health of students and children.
