19 | 19 | | Section 1. (NEW) (Effective July 1, 2021) (a) The Youth Suicide 1 |
---|
20 | 20 | | Advisory Board, established pursuant to section 17a-52 of the general 2 |
---|
21 | 21 | | statutes, and the Office of the Child Advocate, shall jointly administer 3 |
---|
22 | 22 | | an evidence-based youth suicide prevention training program in each 4 |
---|
23 | 23 | | district department of health formed pursuant to section 19a-241 of the 5 |
---|
24 | 24 | | general statutes. The training program shall provide certification in QPR 6 |
---|
25 | 25 | | Institute Gatekeeper Training, utilizing a training model that will enable 7 |
---|
26 | 26 | | participants to provide QPR Institute Gatekeeper Training to other 8 |
---|
27 | 27 | | individuals upon completion of the training program. Such training 9 |
---|
28 | 28 | | program shall be offered not later than July 1, 2022, and at least once 10 |
---|
29 | 29 | | every three years thereafter. 11 |

30 | 30 | | (b) The director of health for each district department of health shall 12 |
---|
31 | 31 | | determine the eligibility criteria for participation in the youth suicide 13 |
---|
32 | 32 | | prevention training program. Participants shall be members of the 14 |
---|
33 | 33 | | following groups within such district: (1) Employees of such health 15 |
---|
34 | 34 | | department, (2) employees of youth service bureaus, (3) school 16 |
---|
35 | 35 | | employees, as defined in section 10-222d of the general statutes, (4) 17 |
---|
36 | 36 | | employees and volunteers of youth-serving organizations, (5) 18 Substitute Bill No. 6111 |

43 | 43 | | employees and volunteers of operators of youth athletic activities, as 19 |
---|
44 | 44 | | defined in section 21a-432 of the general statutes, (6) employees of 20 |
---|
45 | 45 | | municipal social service agencies, (7) members of paid municipal or 21 |
---|
46 | 46 | | volunteer fire departments, and (8) members of local police 22 |
---|
47 | 47 | | departments. With respect to school employees, such training program 23 |
---|
48 | 48 | | may be included as part of an in-service training program provided 24 |
---|
49 | 49 | | pursuant to section 10-220a of the general statutes. 25 |
---|
50 | 50 | | (c) Any individual who has received certification in QPR Institute 26 |
---|
51 | 51 | | Gatekeeper Training through the training program administered 27 |
---|
52 | 52 | | pursuant to subsection (a) of this section may, during the period in 28 |
---|
53 | 53 | | which such certification is valid, provide QPR Institute Gatekeeper 29 |
---|
54 | 54 | | Training to any member of a group described in subdivisions (1) to (8), 30 |
---|
55 | 55 | | inclusive, of subsection (b) of this section and members of the public. 31 |
---|
56 | 56 | | (d) The Youth Suicide Advisory Board and the Office of the Child 32 |
---|
57 | 57 | | Advocate may contract with a nongovernmental entity that provides 33 |
---|
58 | 58 | | evidence-based suicide prevention training to carry out the provisions 34 |
---|
59 | 59 | | of this section. 35 |
---|
60 | 60 | | This act shall take effect as follows and shall amend the following |
---|
