AN ACT REQUIRING THE PROVISION OF INFORMATION 
CONCERNING CHILD SEX UAL ABUSE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective from passage) (a) As used in this section: 1 
(1) "Operator" has the same meaning as provided in section 21a-432 2 
of the general statutes; 3 
(2) "Youth athletic activity" has the same meaning as provided in 4 
section 21a-432 of the general statutes; 5 
(3) "Youth camp" has the same meaning as provided in section 19a-6 
420 of the general statutes; and 7 
(4) "Youth coach" means any person who (A) holds or is issued a 8 
coaching permit by the State Board of Education, or (B) volunteers or is 9 
paid to act as a head coach, manager or instructor or an assistant coach, 10 
assistant manager or assistant instructor of a youth athletic activity. 11 
(b) (1) Not later than December 1, 2021, the Department of Children 12 
and Families, in collaboration with a national association of adult 13  Raised Bill No.  6113

survivors of child abuse, shall (A) develop guidelines that provide 14 
instruction and best practices to youth coaches concerning ways to 15 
appropriately interact with youth athletes, and (B) make such guidelines 16 
available on the department's Internet web site. 17 
 (2) Not later than January 1, 2022, and annually thereafter, each 18 
operator shall distribute a copy of the guidelines developed pursuant to 19 
subdivision (1) of this subsection to each youth coach for such operator. 20 
Such distribution may occur by electronic mail. 21 
(c) (1) Not later than December 1, 2021, the Department of Children 22 
and Families, in collaboration with a national association of adult 23 
survivors of child abuse, shall (A) develop guidelines that describe (i) 24 
the stages of grooming typically employed by those who engage in child 25 
sexual abuse, (ii) behaviors that victims of child sexual abuse may 26 
engage in or exhibit as the result of such sexual abuse, (iii) for victims of 27 
child sexual abuse, how to tell a parent or other adult that such sexual 28 
abuse has occurred, and (iv) how to contact the appropriate authorities 29 
if child sexual abuse has occurred, and (B) make such guidelines 30 
available on the department's Internet web site. 31 
(2) On and after January 1, 2022, upon the enrollment or registration 32 
of any participant in a youth athletic activity, each operator shall 33 
distribute a copy of the guidelines developed pursuant to subdivision 34 
(1) of this subsection to the parent or guardian of such participant. Such 35 
distribution may occur by electronic mail. 36 
(3) On and after January 1, 2022, upon the enrollment or registration 37 
of any child in a youth camp, the licensee of such youth camp shall 38 
distribute a copy of the guidelines developed pursuant to subdivision 39 
(1) of this subsection to the parent or guardian of such child. Such 40 
distribution may occur by electronic mail. 41 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To require the Department of Children and Families to develop, and 
operators of youth athletic activities and licensees of youth camps to 
distribute, information concerning appropriate interactions with 
children and child sexual abuse.
