914 AN ACT REQUIRING THE PROVISION OF INFORMATION
1015 CONCERNING CHILD SEX UAL ABUSE.
1116 Be it enacted by the Senate and House of Representatives in General
1217 Assembly convened:

14-Section 1. (NEW) (Effective from passage) (a) As used in this section:
15-(1) "Operator" has the same meaning as provided in section 21a-432
16-of the general statutes;
17-(2) "Youth athletic activity" has the same meaning as provided in
18-section 21a-432 of the general statutes;
19-(3) "Youth camp" has the same meaning as provided in section 19a-
20-420 of the general statutes; and
21-(4) "Youth coach" means any person who (A) holds or is issued a
22-coaching permit by the State Board of Education, or (B) volunteers or is
23-paid to act as a head coach, manager or instructor or an assistant coach,
24-assistant manager or assistant instructor of a youth athletic activity.
25-(b) (1) Not later than December 1, 2021, the Governor's task force on
26-justice for abused children, in collaboration with a national association
27-of adult survivors of child abuse, shall (A) develop guidelines that
28-provide instruction and best practices to youth coaches concerning ways Substitute House Bill No. 6113

33-guidelines available on the task force's Internet web site.
34-(2) Not later than January 1, 2022, and annually thereafter, each
35-operator shall distribute a copy of the guidelines developed pursuant to
36-subdivision (1) of this subsection to each youth coach for such operator.
37-Such distribution may occur by electronic mail.
38-(c) (1) Not later than December 1, 2021, the Governor's task force on
39-justice for abused children, in collaboration with a national association
40-of adult survivors of child abuse, shall (A) develop guidelines that
41-describe (i) the stages of grooming typically employed by those who
42-engage in child sexual abuse, (ii) behaviors that victims of child sexual
43-abuse may engage in or exhibit as the result of such sexual abuse, (iii)
44-for victims of child sexual abuse, how to tell a parent or other adult that
45-such sexual abuse has occurred, and (iv) how to contact the appropriate
46-authorities if child sexual abuse has occurred, and (B) make such
47-guidelines available on the task force's Internet web site.
48-(2) On and after January 1, 2022, upon the enrollment or registration
49-of any participant in a youth athletic activity, each operator shall
50-distribute a copy of the guidelines developed pursuant to subdivision
51-(1) of this subsection to the parent or guardian of such participant. Such
52-distribution may occur by electronic mail.
53-(3) On and after January 1, 2022, upon the enrollment or registration
54-of any child in a youth camp, the licensee of such youth camp shall
55-distribute a copy of the guidelines developed pursuant to subdivision
56-(1) of this subsection to the parent or guardian of such child. Such
57-distribution may occur by electronic mail.
