Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) (a) As used in this section: 1 (1) "Operator" has the same meaning as provided in section 21a-432 2 of the general statutes; 3 (2) "Youth athletic activity" has the same meaning as provided in 4 section 21a-432 of the general statutes; 5 (3) "Youth camp" has the same meaning as provided in section 19a-6 420 of the general statutes; and 7 (4) "Youth coach" means any person who (A) holds or is issued a 8 coaching permit by the State Board of Education, or (B) volunteers or is 9 paid to act as a head coach, manager or instructor or an assistant coach, 10 assistant manager or assistant instructor of a youth athletic activity. 11 (b) (1) Not later than December 1, 2021, the Governor's task force on 12 justice for abused children, in collaboration with a national association 13 of adult survivors of child abuse, shall (A) develop guidelines that 14 provide instruction and best practices to youth coaches concerning ways 15 to appropriately interact with youth athletes, and (B) make such 16 Substitute Bill No. 6113 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2021HB-06113- R01-HB.docx } 2 of 3 guidelines available on the task force's Internet web site. 17 (2) Not later than January 1, 2022, and annually thereafter, each 18 operator shall distribute a copy of the guidelines developed pursuant to 19 subdivision (1) of this subsection to each youth coach for such operator. 20 Such distribution may occur by electronic mail. 21 (c) (1) Not later than December 1, 2021, the Governor's task force on 22 justice for abused children, in collaboration with a national association 23 of adult survivors of child abuse, shall (A) develop guidelines that 24 describe (i) the stages of grooming typically employed by those who 25 engage in child sexual abuse, (ii) behaviors that victims of child sexual 26 abuse may engage in or exhibit as the result of such sexual abuse, (iii) 27 for victims of child sexual abuse, how to tell a parent or other adult that 28 such sexual abuse has occurred, and (iv) how to contact the appropriate 29 authorities if child sexual abuse has occurred, and (B) make such 30 guidelines available on the task force's Internet web site. 31 (2) On and after January 1, 2022, upon the enrollment or registration 32 of any participant in a youth athletic activity, each operator shall 33 distribute a copy of the guidelines developed pursuant to subdivision 34 (1) of this subsection to the parent or guardian of such participant. Such 35 distribution may occur by electronic mail. 36 (3) On and after January 1, 2022, upon the enrollment or registration 37 of any child in a youth camp, the licensee of such youth camp shall 38 distribute a copy of the guidelines developed pursuant to subdivision 39 (1) of this subsection to the parent or guardian of such child.
