| 26 | 26 | reimbursement, in an amount not to exceed two hundred dollars which 3 | |
| 27 | 27 | cannot be a justification for any rate increase, for food, medicine or other 4 | |
| 28 | 28 | perishable items that expire or spoil due to a service outage lasting more 5 | |
