18	18	AN ACT PROHIBITING HEALTH INSURERS FROM USING A
19	19	DOLLARS-PER-QUALITY ADJUSTED LIFE YEAR OR ANY SIMILAR
20	20	MEASURE AS A THRESHOLD.
21	21	Be it enacted by the Senate and House of Representatives in General
22	22	Assembly convened:

24	24	That title 38a of the general statutes be amended to provide that no 1
25	25	insurer, health care center, fraternal benefit society, hospital service 2
26	26	corporation, medical service corporation or other entity that delivers, 3
27	27	issues for delivery, renews, amends or continues a health insurance 4
28	28	policy in this state shall use a dollars-per-quality adjusted life year, or 5
29	29	any similar measure, as a threshold to determining whether such 6
30	30	insurer, center, society, corporation or entity will cover or recommend a 7
31	31	health care service or establish or modify an incentive or reimbursement 8
32	32	program. 9
33	33	Statement of Purpose:
34	34	To provide that no insurer, health care center, fraternal benefit society,
35	35	hospital service corporation, medical service corporation or other entity
36	36	that delivers, issues for delivery, renews, amends or continues a health
37	37	insurance policy in this state shall use a dollars-per-quality adjusted life
