AN ACT PROHIBITING HEALTH INSURERS FROM USING A DOLLARS-PER-QUALITY ADJUSTED LIFE YEAR OR ANY SIMILAR MEASURE AS A THRESHOLD. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 38a of the general statutes be amended to provide that no 1 insurer, health care center, fraternal benefit society, hospital service 2 corporation, medical service corporation or other entity that delivers, 3 issues for delivery, renews, amends or continues a health insurance 4 policy in this state shall use a dollars-per-quality adjusted life year, or 5 any similar measure, as a threshold to determining whether such 6 insurer, center, society, corporation or entity will cover or recommend a 7 health care service or establish or modify an incentive or reimbursement 8 program. 9 Statement of Purpose: To provide that no insurer, health care center, fraternal benefit society, hospital service corporation, medical service corporation or other entity that delivers, issues for delivery, renews, amends or continues a health insurance policy in this state shall use a dollars-per-quality adjusted life year, or any similar measure, as a threshold to determining whether Proposed Bill No. 6242 LCO No. 1944 2 of 2 such insurer, center, society, corporation or entity will cover or recommend a health care service or establish or modify an incentive or reimbursement program.
