914 AN ACT STUDYING THE CONSOLIDATION OF PUB LIC SAFETY
1015 ANSWERING POINTS.
1116 Be it enacted by the Senate and House of Representatives in General
1217 Assembly convened:

14-Section 1. (Effective from passage) (a) There is established a task force
15-to study the current system of public safety answering points and make
16-recommendations for consolidating such answering points while
17-prioritizing the need to ensure public safety. The task force shall
18-consider and make recommendations regarding: (1) The establishment
19-of state goals regarding consolidation, (2) the definition of regional
20-public safety answering point, (3) any challenges to consolidation
21-presented by existing collective bargaining agreements, (4) issues that
22-may arise in municipalities that would no longer have an individual
23-physically located within the municipality to act as a dispatcher at all
24-times after consolidation, (5) timeframes for consolidation, (6) where
25-and how to locate regional public safety answering points, (7) ways to
26-enhance the skills of telecommunicators, as defined in section 28-30 of
27-the general statutes, and personnel providing emergency medical
28-dispatch, as defined in section 28-25 of the general statutes, including
29-recommendations regarding training standards and performance
30-accountability, (8) the governance structure for regional public safety
31-answering points, and (9) any other related issues the task force deems

19+Section 1. (Effective from passage) (a) Not later than September 1, 2021, 1
20+the Commissioner of Emergency Services and Public Protection, or the 2
21+commissioner's designee, shall convene a working group to (1) examine 3
22+the current system of public safety answering points in the state, (2) 4
23+develop a plan to consolidate public safety answering points that are 5
24+responsible for receiving and processing 9-1-1 calls for one municipality 6
25+and either serve a population of less than forty thousand, as determined 7
26+by the most recent population estimated by the Department of Public 8
27+Health, or receive and process less than twelve thousand 9-1-1 calls on 9
28+an annual basis, and (3) make recommendations for consolidating such 10
29+answering points while prioritizing the need to ensure public safety. 11
30+(b) The working group shall consist of the following members, who 12
31+shall be appointed by the commissioner, or the commissioner's 13
32+designee, not later than sixty days after the effective date of this section: 14
33+Representatives from regional emergency telecommunications centers, 15
34+multitown public safety answering points, public safety answering 16
35+points, labor organizations representing employees of public safety 17
36+answering points, and small and large municipalities, police chiefs and 18 Substitute Bill No. 6302

36-(b) The task force shall consist of the following members:
37-(1) Two appointed by the speaker of the House of Representatives,
38-one of whom is a representative of the Connecticut Conference of
39-Municipalities and one of whom is a representative of a labor
40-organization representing employees of public safety answering points;
41-(2) Two appointed by the president pro tempore of the Senate, one of
42-whom is a representative of the Connecticut Police Chiefs Association
43-and one of whom is a representative of the Uniformed Professional Fire
44-Fighters Association of Connecticut;
45-(3) Two appointed by the majority leader of the House of
46-Representatives, one of whom is a member of the joint standing
47-committee of the General Assembly having cognizance of matters
48-relating to public safety and security and one of whom is a current or
49-former director of a regional public safety answering point;
50-(4) Two appointed by the majority leader of the Senate, one of whom
51-is a representative of the Managers of Emergency Communication
52-Centers Association and one of whom is a representative of the
53-Connecticut Emergency Medical Services Advisory Board;
54-(5) Two appointed by the minority leader of the House of
55-Representatives, one of whom is a representative of the Connecticut Fire
56-Chiefs Association and one of whom is a representative of the
57-Connecticut Council of Small Towns;
58-(6) Two appointed by the minority leader of the Senate, one of whom
59-is a representative of the Connecticut Association of Councils of
60-Government and one of whom is a member of the joint standing
61-committee of the General Assembly having cognizance of matters
62-relating to planning and development;
63-(7) The commanding officer of the Division of State Police within the Substitute House Bill No. 6302

43+fire chiefs, the director of the Division of State-Wide Emergency 19
44+Telecommunications within the Department of Emergency Services and 20
45+Public Protection, or the director's designee, and any other person 21
46+invited by the commissioner to be a member of the working group. 22
47+(c) The commissioner shall submit, in accordance with the provisions 23
48+of section 11-4a of the general statutes, to the joint standing committee 24
49+of the General Assembly having cognizance of matters relating to public 25
50+safety and security: (1) An interim report on the findings, plan and 26
51+recommendations of the working group not later February 1, 2022, and 27
52+(2) a final report on the findings, plan and recommendations of the 28
53+working group not later than January 1, 2023. The working group shall 29
54+terminate on the date that the commissioner submits such final report 30
55+or January 1, 2023, whichever is later. 31
56+This act shall take effect as follows and shall amend the following
57+sections:

67-Department of Emergency Services and Public Protection, or the
68-commanding officer's designee;
69-(8) The director of the Division of State-Wide Emergency
70-Telecommunications within the Department of Emergency Services and
71-Public Protection, or the director's designee; and
72-(9) The undersecretary of the Intergovernmental Policy and Planning
73-Division within the Office of Policy and Management, or the
74-undersecretary's designee.
75-(c) Any member of the task force appointed under subdivision (1),
76-(2), (3), (4), (5) or (6) of subsection (b) of this section may be a member
77-of the General Assembly.
78-(d) All initial appointments to the task force shall be made not later
79-than thirty days after the effective date of this section. Any vacancy shall
80-be filled by the appointing authority.
81-(e) The speaker of the House of Representatives and the president pro
82-tempore of the Senate shall select the chairpersons of the task force from
83-among the members of the task force. Such chairpersons shall schedule
84-the first meeting of the task force, which shall be held not later than sixty
85-days after the effective date of this section. Such chairpersons may
86-establish subcommittees of the members as needed and designate a
87-chairperson of each such subcommittee.
88-(f) The administrative staff of the joint standing committee of the
89-General Assembly having cognizance of matters relating to public safety
90-and security shall serve as administrative staff of the task force.
91-(g) The task force shall submit, in accordance with the provisions of
92-section 11-4a of the general statutes, to the joint standing committees of
93-the General Assembly having cognizance of matters relating to public
