1424 AN ACT CONCERNING TH E EVALUATION OF MILITARY TRAINING
1525 EVALUATION APPLICATIONS SUBMITT ED TO THE LABOR
1626 DEPARTMENT.
1727 Be it enacted by the Senate and House of Representatives in General
1828 Assembly convened:

2030 Section 1. Section 31-22u of the general statutes is repealed and the 1
2131 following is substituted in lieu thereof (Effective October 1, 2021): 2
2232 Any member of the armed forces or National Guard or any veteran, 3
23-within [two] five years of such veteran's discharge from the armed 4
24-forces, may submit an application for military training evaluation to the 5
25-Labor Department program of apprentice training set forth in section 6
26-31-22q. Such application shall include (1) evidence of satisfactory 7
27-completion of a program or course of instruction as part of military 8
28-training that is equivalent in content and quality to that required for a 9
29-specific trade in this state, and (2) if such applicant is a veteran, such 10
30-veteran's military discharge document or a certified copy thereof. The 11
31-Labor Commissioner, the Commissioner of Veterans Affairs and the 12
33+within two years of such veteran's discharge from the armed forces, may 4
34+submit an application for military training evaluation to the Labor 5
35+Department program of apprentice training set forth in section 31-22q. 6
36+Such application shall include (1) evidence of satisfactory completion of 7
37+a program or course of instruction as part of military training that is 8
38+equivalent in content and quality to that required for a specific trade in 9
39+this state, and (2) if such applicant is a veteran, such veteran's military 10
40+discharge document or a certified copy thereof. The Labor 11
41+Commissioner, the Commissioner of Veterans Affairs and the 12

3343 designees, shall evaluate any such application and determine whether 14
3444 the applicant's military training may be substituted for all or part of the 15
35-term of an apprenticeship program registered with the Labor 16

50+term of an apprenticeship program registered with the Labor 16
51+Department for a specific trade. If the [commissioner determines] 17
4352 commissioners, or the commissioners' designees, jointly determine that 18
4453 the applicant's military training is equivalent to the training required for 19
4554 completion of such apprenticeship program, the [commissioner] Labor 20
4655 Commissioner, or the commissioner's designee, shall issue such 21
4756 applicant a recommendation for review by the appropriate examining 22
4857 board established under section 20-331. Presentation of such 23
4958 recommendation, pursuant to section 20-333, shall allow such applicant 24
5059 to sit for any licensure examination without participation in an 25
5160 apprenticeship program. If the [commissioner determines] 26
5261 commissioners, or the commissioners' designees, jointly determine that 27
5362 the applicant's military training is equivalent to part of the training 28
5463 required for completion of an apprenticeship program, such applicant's 29
5564 hours of qualified military training, as determined jointly by the 30
5665 [commissioner] commissioners, or the commissioners' designees, shall 31
5766 be deducted from the hours of apprenticeship training required for the 32
5867 specific trade provided (A) such applicant completes the minimum 33
5968 number of hours of apprenticeship training required under federal law, 34
6069 and (B) prior to implementation of this provision, the Labor Department 35
6170 obtains concurrence with such provision from the federal office of 36
6271 apprenticeship pursuant to 29 CFR 29.13(b)(9). For the purposes of this 37
6372 section, (i) "veteran" means any person who was discharged or released 38
6473 under conditions other than dishonorable from active service in the 39
6574 armed forces, (ii) "armed forces" has the same meaning as provided in 40
6675 section 27-103, and (iii) "military discharge document" has the same 41
6776 meaning as provided in section 1-219. 42
6877 This act shall take effect as follows and shall amend the following
