22+AN ACT ESTABLISHING A TASK FORCE TO STUD Y THE
1523 EXPANSION OF PROPERT Y TAX RELIEF FOR CERTAIN VETERANS.
1624 Be it enacted by the Senate and House of Representatives in General
1725 Assembly convened:

19-Section 1. (Effective from passage) (a) There is established a working 1
20-group to study the expansion of property tax relief for certain veterans. 2
21-The working group shall analyze the feasibility of expanding property 3
22-tax relief for veterans who served a minimum of ninety days during 4
23-peace time and who were honorably discharged, and the fiscal impact 5
24-on municipalities of any such expanded tax relief. 6
25-(b) The working group shall consist of the following members: 7
26-(1) The chairpersons of the joint standing committee of the General 8
27-Assembly having cognizance of matters relating to military and 9
28-veterans' affairs; 10
29-(2) The vice chairpersons of the joint standing committee of the 11
30-General Assembly having cognizance of matters relating to military and 12
31-veterans' affairs; 13
32-(3) The ranking members of the joint standing committee of the 14
33-General Assembly having cognizance of matters relating to military and 15
34-veterans' affairs; and 16 Substitute Bill No. 6429

32+municipalities of any such expanded tax relief. 6
33+(b) The task force shall consist of the following members: 7
34+(1) Two appointed by the speaker of the House of Representatives, 8
35+one of whom has expertise in property taxes and one of whom has 9
36+expertise in veterans' affairs; 10
37+(2) Two appointed by the president pro tempore of the Senate; 11
38+(3) One appointed by the majority leader of the House of 12

41-(4) Such other members, as appointed by said chairpersons, who have 17
42-expertise in property tax or veterans' benefits. 18
43-(c) All initial appointments to the working group shall be made not 19
44-later than thirty days after the effective date of this section. Any vacancy 20
45-shall be filled by said chairpersons. 21
46-(d) Not later than January 1, 2022, the working group shall submit a 22
47-report on its findings and recommendations to the joint standing 23
48-committees of the General Assembly having cognizance of matters 24
49-relating to military and veterans' affairs and planning and development, 25
50-in accordance with the provisions of section 11-4a of the general statutes. 26
51-The working group shall terminate on the date that it submits such 27
52-report or January 1, 2022, whichever is later. 28

45+(4) One appointed by the majority leader of the Senate; 14
46+(5) One appointed by the minority leader of the House of 15
47+Representatives; 16
48+(6) One appointed by the minority leader of the Senate; 17
49+(7) The Commissioner of Veterans Affairs, or the commissioner's 18
50+designee. 19
51+(c) Any member of the task force appointed under subdivision (1), 20
52+(2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 21
53+of the General Assembly. 22
54+(d) All initial appointments to the task force shall be made not later 23
55+than thirty days after the effective date of this section. Any vacancy shall 24
56+be filled by the appointing authority. 25
57+(e) The speaker of the House of Representatives and the president pro 26
58+tempore of the Senate shall select the chairpersons of the task force from 27
59+among the members of the task force. Such chairpersons shall schedule 28
60+the first meeting of the task force, which shall be held not later than sixty 29
61+days after the effective date of this section. 30
62+(f) The administrative staff of the joint standing committee of the 31
63+General Assembly having cognizance of matters relating to military and 32
64+veterans' affairs shall serve as administrative staff of the task force. 33
65+(g) Not later than January 1, 2022, the task force shall submit a report 34
66+on its findings and recommendations to the joint standing committee of 35
67+the General Assembly having cognizance of matters relating to military 36
68+and veterans' affairs, in accordance with the provisions of section 11-4a 37
69+of the general statutes. The task force shall terminate on the date that it 38
70+submits such report or January 1, 2022, whichever is later. 39
