14	23		AN ACT CONCERNING SP ECIAL REGISTRATION MARKER PLATES
15	24		FOR VETERANS AND MEM BERS OF THE ARMED FORCES WHO
16	25		SERVED IN PERIODS OF WAR.
17	26		Be it enacted by the Senate and House of Representatives in General
18	27		Assembly convened:

20	29		Section 1. (NEW) (Effective January 1, 2022) (a) The Commissioner of 1
21	30		Motor Vehicles shall, at the request of any veteran or member of the 2
22	31		armed forces who received a combat service ribbon and medal, issue 3
23	32		special registration marker plates to indicate service during a period of 4
24		-	war, as defined in ~~section 27-103~~ ~~of the general statutes~~. Such ~~plates shall~~ 5
25		-	bear the words "(Name of War) Veteran" and shall bear the ~~image of the~~ 6
26		-	combat service ribbon and medal received by such veteran ~~or member~~ 7
27		-	of the armed forces to the left of the numbers on such ~~registration~~ 8
28		-	marker plates. The plates shall expire and be renewed as ~~provided in~~ 9
29		-	section 14-22 of the general statutes. The commissioner shall ~~charge a~~ 10
30		-	fee for such plates, which fee shall cover the entire cost of ~~making such~~ 11
31		-	plates and shall be in addition to the fee for registration of ~~such motor~~ 12
32		-	vehicle. No use shall be made of such plates except as official 13
	33	+	war, as defined in 38 USC 101, as amended from time to time. Such 5
	34	+	plates shall bear the words "(Name of War) Veteran" and shall bear the 6
	35	+	image of the combat service ribbon and medal received by such veteran 7
	36	+	or member of the armed forces to the left of the numbers on such 8
	37	+	registration marker plates. The plates shall expire and be renewed as 9
	38	+	provided in section 14-22 of the general statutes. The commissioner shall 10

35	49		and "veteran" means any person (1) honorably discharged from, or 16
36	50		released under honorable conditions from active service in, the armed 17
37		-	forces, or (2) with a qualifying condition, as defined in section 27-103 of 18 Substitute Bill No. 6481

	51	+	forces, or (2) with a qualifying condition, as defined in section 27-103 of 18
44	52		the general statutes, who has received a discharge other than bad 19
45	53		conduct or dishonorable from active service in the armed forces. 20
46	54		(b) A request made under subsection (a) of this section shall be 21
47	55		accompanied by proof from the Department of Veterans Affairs that the 22

50	58		(c) The surviving spouse of a veteran or member of the armed forces 25
51	59		issued special registration marker plates under subsection (a) of this 26
52	60		section may retain any such plates for his or her lifetime or until such 27
53	61		time as he or she remarries. 28
54	62		(d) Any such member of the armed forces who is dishonorably 29
55	63		discharged shall return such plates to the commissioner not later than 30
56	64		thirty days after such discharge. The commissioner shall not renew such 31
57	65		plates for any motor vehicle owned or leased by any such member of 32
58	66		the armed forces who is dishonorably discharged. 33
