914 AN ACT REQUIRING THE PROVISION OF INFORMATION
10-CONCERNING CHILDREN’S BEHAVIORAL AND MENTAL HEALTH
11-RESOURCES IN HOSPITAL EMERGENCY DEPARTMENTS AND
12-SCHOOLS.

1317 Be it enacted by the Senate and House of Representatives in General

16-Section 1. (NEW) (Effective from passage) (a) (1) Not later than
17-December 1, 2021, the Department of Children and Families, in
18-consultation with the Behavioral Health Partnership Oversight Council
19-established pursuant to section 17a-22j of the general statutes, the
20-Department of Mental Health and Addiction Services, the Department
21-of Public Health and the Youth Suicide Advisory Board established
22-pursuant to section 17a-52 of the general statutes, shall develop
23-documents concerning behavioral and mental health evaluation and
24-treatment resources available to children in each mental health region
25-designated pursuant to section 17a-478 of the general statutes.
26-(2) Such documents shall contain, but need not be limited to, contact
27-information for the National Suicide Prevention Lifeline and a list of (A)
28-providers of such resources, including, but not limited to, mobile crisis
29-intervention services, (B) the physical location of each provider, if
30-applicable, (C) the types of services offered by each provider, and (D)
31-contact information for each provider. Substitute House Bill No. 6510

30+(b) Such documents shall contain, but need not be limited to, contact 11

34+applicable, (3) the types of services offered by each provider, and (4) 15
35+contact information for each provider. The council shall distribute such 16
36+documents electronically to each hospital licensed pursuant to chapter 17 Substitute Bill No. 6510

35-(3) The Behavioral Health Partnership Oversight Council shall make
36-such documents available on its Internet web site and distribute such
37-documents electronically to each hospital licensed pursuant to chapter
38-368v of the general statutes that has an emergency department and each
39-local and regional board of education.
40-(b) On and after January 1, 2022, upon the discharge of any child from
41-the emergency department of a hospital licensed pursuant to chapter
42-368v of the general statutes, such department shall provide the parent
43-or guardian of such child a copy of the document developed pursuant
44-to subsection (a) of this section that pertains to the mental health region
45-in which the (1) department is located, and (2) child resides, if different,
46-provided such child resides in this state. Such copies shall be provided
47-(A) (i) in printed form, or (ii) through such child's patient chart in the
48-electronic health record system, as defined in section 19a-904c of the
49-general statutes, maintained by such hospital, provided such patient
50-chart was created prior to the date of such child's discharge, and (B) by
51-electronic mail to the electronic mail address of such parent or guardian,
52-at such parent or guardian's election.
53-(c) Not later than December 1, 2022, and annually thereafter, the
54-Department of Children and Families shall review the documents
55-developed pursuant to subsection (a) of this section and update such
56-documents as necessary. If such documents are updated, the
57-Department of Children and Families shall provide such updated
58-documents to the Behavioral Health Partnership Oversight Council, and
59-the council shall distribute and make such updated documents available
60-in the manner described in subsection (a) of this section.
61-Sec. 2. (NEW) (Effective July 1, 2021) (a) Not later than January 1, 2022,
62-each local and regional board of education shall make available on such
63-board's Internet web site the document developed by the Department of
64-Children and Families pursuant to subsection (a) of section 1 of this act,

43+368v of the general statutes that has an emergency department and 18
44+make such documents available on its Internet web site. 19
45+(c) On and after January 1, 2022, each hospital emergency department 20
46+shall provide a copy of one or more documents developed pursuant to 21
47+subsection (a) of this section to the parent or guardian of any child that 22
48+(1) exhibits symptoms consistent with a psychiatric disability or 23
49+behavioral health disorder, or (2) was evaluated in such department as 24
50+a result of exhibiting such symptoms, upon the discharge of such child 25
51+from such department. 26
52+(d) Not later than December 1, 2022, and annually thereafter, the 27
53+Behavioral Health Partnership Oversight Council shall review the 28
54+documents developed pursuant to subsection (a) of this subsection and 29
55+update such documents as necessary. If such documents are updated, 30
56+the council shall distribute and make such updated documents available 31
57+in the manner described in subsection (b) of this section. 32
58+This act shall take effect as follows and shall amend the following
59+sections:

69-resources available to children in the mental health region in which such
70-board is located.
71-(b) On and after January 1, 2022, each local and regional board of
72-education shall distribute the document described in subsection (a) of
73-this section (1) to any student taking a course in health and safety, and
74-(2) at least semiannually, in September and May, to the parents and
75-guardians of each student in the school district.
