2024 AN ACT CONCERNING TH E DEPARTMENT OF HOUS ING.
2125 Be it enacted by the Senate and House of Representatives in General

2428 Section 1. Section 8-37r of the general statutes is repealed and the 1
2529 following is substituted in lieu thereof (Effective from passage): 2
2630 (a) There shall be a Department of Housing, which shall be [within 3
2731 the Department of Economic and Community Development for 4
2832 administrative purposes only, which shall be] the lead agency for all 5
2933 matters relating to housing. The Department of Housing shall be within 6
3034 the Department of Economic and Community Development for 7
3135 administrative purposes only. The department head shall be the 8
3236 Commissioner of Housing, who shall be appointed by the Governor in 9
3337 accordance with the provisions of sections 4-5 to 4-8, inclusive, with the 10
3438 powers and duties [therein] prescribed in said sections. Said 11
3539 commissioner shall be responsible at the state level for all aspects of 12
3640 policy, development, redevelopment, preservation, maintenance and 13
37-improvement of housing and neighborhoods. Said commissioner shall 14
38-be responsible for developing strategies to encourage the provision of 15

47+be responsible for developing strategies to encourage the provision of 15
48+housing in the state, including housing for very low, low and moderate 16

4750 (b) The Department of Housing shall constitute a successor to the 18
4851 functions, powers and duties of the Department of Economic 19
4952 Development relating to housing, community development, 20
5053 redevelopment and urban renewal as set forth in chapters 128, 129, 130, 21
5154 135 and 136 in accordance with the provisions of sections 4-38d, 4-38e 22
5255 and 4-39. The Department of Housing is designated a public housing 23
5356 agency for the purpose of administering the Section 8 existing certificate 24
5457 program and the housing voucher program pursuant to the Housing 25
5558 Act of 1937. 26
5659 [(c) The commissioner shall, in consultation with the interagency 27
5760 council on affordable housing established pursuant to section 8-37nnn, 28
5861 review the organization and delivery of state housing programs and 29
5962 submit a report with recommendations, in accordance with the 30
6063 provisions of section 11-4a, not later than January 15, 2013, to the joint 31
6164 standing committees of the General Assembly having cognizance of 32
6265 matters relating to housing and appropriations.] 33
6366 [(d)] (c) Any order or regulation of the Department of Housing or 34
6467 Department of Economic and Community Development that is in force 35
6568 on January 1, 2013, shall continue in force and effect as an order or 36
6669 regulation until amended, repealed or superseded pursuant to law. 37
6770 [(e)] (d) On and after July 1, 2017, the Department of Housing shall 38
6871 constitute a successor department, in accordance with the provisions of 39
6972 sections 4-38d, 4-38e and 4-39, to the Department of Children and 40
7073 Families with respect to the homeless youth program as set forth in 41
7174 section 17a-62a. 42
7275 Sec. 2. Section 8-37nnn of the general statutes is repealed. (Effective 43
