20	24		AN ACT CONCERNING TH E DEPARTMENT OF HOUS ING.
21	25		Be it enacted by the Senate and House of Representatives in General
22	26		Assembly convened:

24	28		Section 1. Section 8-37r of the general statutes is repealed and the 1
25	29		following is substituted in lieu thereof (Effective from passage): 2
26	30		(a) There shall be a Department of Housing, which shall be [within 3
27	31		the Department of Economic and Community Development for 4
28	32		administrative purposes only, which shall be] the lead agency for all 5
29	33		matters relating to housing. The Department of Housing shall be within 6
30	34		the Department of Economic and Community Development for 7
31	35		administrative purposes only. The department head shall be the 8
32	36		Commissioner of Housing, who shall be appointed by the Governor in 9
33	37		accordance with the provisions of sections 4-5 to 4-8, inclusive, with the 10
34	38		powers and duties [therein] prescribed in said sections. Said 11
35	39		commissioner shall be responsible at the state level for all aspects of 12
36	40		policy, development, redevelopment, preservation, maintenance and 13
37		-	improvement of housing and neighborhoods. Said commissioner shall 14
38		-	be responsible for developing strategies to encourage the provision of 15

	47	+	be responsible for developing strategies to encourage the provision of 15
	48	+	housing in the state, including housing for very low, low and moderate 16
46	49		income families. 17
47	50		(b) The Department of Housing shall constitute a successor to the 18
48	51		functions, powers and duties of the Department of Economic 19
49	52		Development relating to housing, community development, 20
50	53		redevelopment and urban renewal as set forth in chapters 128, 129, 130, 21
51	54		135 and 136 in accordance with the provisions of sections 4-38d, 4-38e 22
52	55		and 4-39. The Department of Housing is designated a public housing 23
53	56		agency for the purpose of administering the Section 8 existing certificate 24
54	57		program and the housing voucher program pursuant to the Housing 25
55	58		Act of 1937. 26
56	59		[(c) The commissioner shall, in consultation with the interagency 27
57	60		council on affordable housing established pursuant to section 8-37nnn, 28
58	61		review the organization and delivery of state housing programs and 29
59	62		submit a report with recommendations, in accordance with the 30
60	63		provisions of section 11-4a, not later than January 15, 2013, to the joint 31
61	64		standing committees of the General Assembly having cognizance of 32
62	65		matters relating to housing and appropriations.] 33
63	66		[(d)] (c) Any order or regulation of the Department of Housing or 34
64	67		Department of Economic and Community Development that is in force 35
65	68		on January 1, 2013, shall continue in force and effect as an order or 36
66	69		regulation until amended, repealed or superseded pursuant to law. 37
67	70		[(e)] (d) On and after July 1, 2017, the Department of Housing shall 38
68	71		constitute a successor department, in accordance with the provisions of 39
69	72		sections 4-38d, 4-38e and 4-39, to the Department of Children and 40
70	73		Families with respect to the homeless youth program as set forth in 41
71	74		section 17a-62a. 42
