921 AN ACT CONCERNING A WORKING GROUP REGARDING THE
1022 PROTECTION AND PRESE RVATION OF HISTORIC PROPERTIES.
1123 Be it enacted by the Senate and House of Representatives in General
1224 Assembly convened:

14-Section 1. (Effective from passage) (a) (1) The Commissioner of
15-Economic and Community Development, or the commissioner's
16-designee, shall convene and chair a working group to develop a plan for
17-supporting and facilitating efforts by municipalities, historical societies
18-and other nonprofit entities whose purposes include historic
19-preservation to preserve buildings, structures, objects, sites and
20-landmarks listed on the National Register of Historic Places or
21-designated by a municipality as historically significant.
22-(2) The plan described in subdivision (1) of this subsection shall
23-provide for a method of administering any revolving fund that may be
24-established as a resource in supporting efforts by municipalities,
25-historical societies and other nonprofit entities whose purposes include
26-historic preservation to facilitate the acquisition of preservation
27-easements and other means to preserve the buildings, structures,
28-objects, sites and landmarks described in said subdivision, including
29-purchasing, or acquiring options to purchase, such buildings,
30-structures, objects, sites or landmarks with the intent to resell such
31-buildings, structures, objects, sites or landmarks to qualified buyers that House Bill No. 6547

37-(b) The working group shall consist of the following members:
38-(1) Four representatives of local historical societies appointed by the
39-speaker of the House of Representatives, one of whom shall be from
40-Litchfield County, one of whom shall be from Hartford County, one of
41-whom shall be from Tolland County and one of whom shall be from
42-Windham County;
43-(2) Four representatives of local historical societies appointed by the
44-president pro tempore of the Senate, one of whom shall be from Fairfield
45-County, one of whom shall be from New Haven County, one of whom
46-shall be from Middlesex County and one of whom shall be from New
47-London County;
48-(3) One representative of the Connecticut Economic Resource Center
49-appointed by the majority leader of the House of Representatives;
50-(4) One representative of the State Historic Preservation Office
51-appointed by the majority leader of the Senate;
52-(5) One representative of Preservation Connecticut appointed by the
53-minority leader of the House of Representatives;
54-(6) One representative of the Connecticut League of History
55-Organizations appointed by the minority leader of the Senate; and
56-(7) The Commissioner of Economic and Community Development,
57-or the commissioner's designee.
58-(c) All initial appointments to the working group shall be made not
59-later than thirty days after the effective date of this section. Any vacancy
60-shall be filled by the appointing authority. House Bill No. 6547

64-(d) The Commissioner of Economic and Community Development
65-shall schedule the first meeting of the working group, which shall be
66-held not later than September 1, 2021.
67-(e) The administrative staff of the joint standing committee of the
68-General Assembly having cognizance of matters relating to commerce
69-shall serve as administrative staff of the working group.
70-(f) Not later than February 1, 2022, the working group shall submit a
71-report on its findings and recommendations to the joint standing
72-committee of the General Assembly having cognizance of matters
73-relating to commerce, in accordance with the provisions of section 11-4a
74-of the general statutes. The working group shall terminate on the date
75-that it submits such report or February 1, 2022, whichever is later.

80+later than thirty days after the effective date of this section. Any vacancy 43
