Explanation
This bill allows people who have undergone surgical, hormonal, or
other clinically appropriate treatment for gender transition to change
the gender designation and name on their marriage certificate. This has
no fiscal impact as the Department of Public Health has the staff
expertise to handle the issuing of new marriage certificates.
