1122 Be it enacted by the Senate and House of Representatives in General
1223 Assembly convened:

14-Section 1. (Effective from passage) Notwithstanding any provision of
15-the general statutes, not later than April 26, 2021, the Governor shall
16-submit to the speaker of the House of Representatives and the president
17-pro tempore of the Senate recommended allocations of federal funds
18-designated for the state pursuant to the provisions of Subtitle M of Title
19-IX of the American Rescue Plan Act of 2021, P.L. 117-2, as amended from
20-time to time, except for any funds designated under the Coronavirus
21-Local Fiscal Recovery Fund. Not later than five days after receipt of the
22-recommended allocations, the speaker and the president pro tempore
23-shall submit the recommended allocations to the joint standing
24-committee of the General Assembly having cognizance of matters
25-relating to appropriations and the budgets of state agencies. Said
26-committee shall report their approval or modifications, if any, of such
27-recommended allocations to the speaker and the president pro tempore
28-not later than May 16, 2021. The final allocations of such funds shall be
29-authorized by public or special act of the General Assembly.
30-Disbursement of such funds shall be in accordance with such final
31-allocations and no disbursement of such funds shall occur prior to such

25+Section 1. (NEW) (Effective from passage) (a) Notwithstanding any 1
26+provision of the general statutes, if, during any fiscal year, the state is 2
27+designated to receive federal funds pursuant to the provisions of the 3
28+American Rescue Plan Act of 2021, or any subsequent federal act 4
29+granting more than ____ dollars to the state related to COVID-19, the 5
30+Governor shall submit recommended allocations of such funds to the 6
31+speaker of the House of Representatives and the president pro tempore 7
32+of the Senate not later than thirty days after the passage of such act. 8
33+Within five days of receipt of the recommended allocations, the speaker 9
34+and the president pro tempore shall submit the recommended 10
35+allocations to the joint standing committee of the General Assembly 11
36+having cognizance of matters relating to appropriations and the budgets 12
37+of state agencies. Said committee shall report their approval or 13
38+modifications, if any, of such recommended allocations to the General 14
39+Assembly for approval. Disbursement of such funds shall be in 15 Raised Bill No. 6555

36-Sec. 2. (Effective from passage) Not later than April 26, 2021, the
37-Secretary of the Office of Policy and Management shall submit a report,
38-in accordance with the provisions of section 11-4a of the general statutes,
39-to the joint standing committee of the General Assembly having
40-cognizance of matters relating to appropriations and the budgets of state
41-agencies. Such report shall include an overview of all funds received by
42-the state pursuant to the Coronavirus Aid, Relief, and Economic
43-Security Act, P.L. 116-136, as amended from time to time, and the
44-Coronavirus Response and Relief Supplemental Appropriations Act,
45-P.L. 116-260, as amended from time to time, including a full accounting
46-of all funds that have been disbursed and a plan for the disbursement of
47-any remaining funds.

46+accordance with the allocations approved by the General Assembly. No 16
47+disbursement of such funds shall occur prior to such approval by the 17
48+General Assembly. As used in this section, "COVID-19" means the 18
49+respiratory disease designated by the World Health Organization on 19
50+February 11, 2020, as coronavirus 2019, and any related mutation thereof 20
51+recognized by said organization as a communicable respiratory disease. 21
