Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) Notwithstanding any provision 1 of the general statutes, the Commissioner of Transportation shall convey 2 to the town of Windsor a parcel of land located in the town of Windsor, 3 at a cost equal to the administrative costs of making such conveyance. 4 Said parcel of land has an area of approximately .6 acre and is identified 5 as the irregular rectangular shaped parcel labeled "Upper Broad Street" 6 depicted on a map entitled "Land to be Conveyed to Mastriani Realty, 7 LLC, Routes 75 and 159, Scale 1"= 30', March 30, 2021, Dubiel Associates 8 East Hartford, Connecticut, Project No. 2875". The precise area of the 9 parcel to be conveyed shall be determined by the Department of 10 Transportation. The conveyance shall be subject to the approval of the 11 State Properties Review Board. 12 (b) The town of Windsor shall use said parcel of land for economic 13 development and transit-oriented development purposes. If the town 14 Raised Bill No. 6680 LCO 7972 {\\PRDFS1\HCOUSERS\BARRYJN\WS\2021HB-06680- R01-HB.docx } 2 of 3 of Windsor: 15 (1) Does not use said parcel for said purposes; 16 (2) Does not retain ownership of all of said parcel; or 17 (3) Leases all or any portion of said parcel, other than a lease for said 18 purposes; 19 the parcel shall revert to the state of Connecticut. 20 (c) The conveyance of said parcel shall be granted (1) subject to the 21 right of the state to (A) pass and repass over and on said parcel of land 22 for the purpose of accessing lands of the state, and (B) place and 23 maintain over, under and on said parcel of land existing and future 24 utilities, including, but not limited to, electrical, water, sanitary sewer, 25 telecommunications and gas, and (2) subject to any rights and easements 26 with regard to said parcel of land that the state deems necessary to meet 27 its governmental obligations. 28 (d) The State Properties Review Board shall complete its review of the 29 conveyance of said parcel of land not later than thirty days after it 30 receives a proposed agreement from the Department of Transportation. 31 The land shall remain under the care and control of said department 32 until a conveyance is made in accordance with the provisions of this 33 section. The State Treasurer shall execute and deliver any deed or 34 instrument necessary for a conveyance under this section, which deed 35 or instrument shall include provisions to carry out the purposes of 36 subsections (b) and (c) of this section.
