The amendment requires the town of Windsor to sell the parcel of
land being conveyed in the underlying bill for fair market value within
five years and deposit the proceeds of the sale, less the cost of any
appraisals, in the Special Transportation Fund, or have ownership of the
land revert to the state. This results in a potential revenue gain or
potential gain of asset to the state and a loss of asset to the town.
