20	24		AN ACT ESTABLISHING THE HOMELESSNESS RES PONSE SYSTEM
21	25		TO ALLOCATE RESOURCE S FOR THE HOMELESS AND TO
22	26		PREVENT HOMELESSNESS .
23	27		Be it enacted by the Senate and House of Representatives in General
24	28		Assembly convened:

26	30		Section 1. (NEW) (Effective July 1, 2021) (a) As used in this section, 1
27	31		"family" means a household consisting of one or more persons. 2
28	32		(b) The Department of Housing shall, within available resources, 3
29	33		establish and administer a program to be known as the Homelessness 4
30	34		Response System to provide supportive housing, housing counseling 5
31	35		and navigation services and financial assistance for families 6
32	36		experiencing homelessness by providing annual operating funding for 7
33	37		the United Way of Connecticut 2-1-1 Infoline program and the 8
34	38		coordinated access networks. 9
35	39		(c) For the fiscal year ending June 30, 2022, and each fiscal year 10
36	40		thereafter, the amount of the appropriation for the Homelessness 11
37	41		Response System shall be a separate budgeted line item within the 12

45	48		(d) The Department of Housing shall allocate not less than one 14
46	49		million dollars annually to the Homelessness Response System 15
47	50		according to the following formula: An amount equivalent to (1) Seven 16
48	51		dollars and thirty-six cents for each housing-related call made during 17
49	52		the preceding state fiscal year, as reported by the United Way of 18
50	53		Connecticut, to the United Way of Connecticut 2-1-1 Infoline program; 19
51	54		and (2) one hundred nine dollars for each coordinated access network 20
52	55		appointment attended by a family referred by the United Way of 21
53	56		Connecticut 2-1-1 Infoline program during the preceding state fiscal 22
54	57		year, as reported in the United States Department of Housing and Urban 23
55	58		Development Homeless Management Information System. 24
56	59		(e) The Department of Housing shall establish a preference policy to 25
57	60		prioritize families experiencing homelessness, as identified by the 26
58	61		coordinated access networks, for obtaining assistance from existing 27
59	62		federal and state rental assistance programs. 28
60	63		This act shall take effect as follows and shall amend the following
