General Assembly Substitute Bill No. 121

AN ACT CONCERNING AC CESS TO DIAPER CHANG ING STATIONS
IN PUBLIC BUILDINGS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (NEW) (Effective from passage) Not later than January 1, 2022, 1
the State Building Inspector and the Codes and Standards Committee 2
shall jointly, with the approval of the Commissioner of Administrative 3
Services and in accordance with the provisions of section 29-252b of the 4
general statutes, revise the State Building Code to require that after such 5
revision, each new construction or substantial renovation of a public 6
building that includes at least one restroom that is open to the public 7
provide on each floor level that is open to the public (1) at least one safe, 8
sanitary and convenient baby diaper changing table that is accessible to 9
women and at least one safe, sanitary and convenient baby diaper 10
changing table that is accessible to men, or (2) at least one safe, sanitary 11
and convenient baby diaper changing table that is accessible to both 12
women and men. 13
This act shall take effect as follows and shall amend the following
sections:
