1818 AN ACT CONCERNING THE COST OF HEALTH CARE,
1919 PRESCRIPTION DRUG REIMPORTATION, STOP -LOSS INSURANCE
2020 AND REINSURANCE.
2121 Be it enacted by the Senate and House of Representatives in General
2222 Assembly convened:

2424 That the general statutes be amended to: (1) Require the Office of 1
2525 Health Strategy to establish and implement health care cost growth 2
2626 benchmarks in this state; (2) require the Commissioner of Consumer 3
2727 Protection to submit a request to the federal Secretary of Health and 4
2828 Human Services to implement a Canadian prescription drug 5
2929 reimportation program in this state and, if the secretary approves such 6
3030 request, implement such program in this state; (3) implement the 7
3131 Insurance Commissioner's recommendations regarding stop-loss 8
3232 insurance; and (4) require the Office of Health Strategy to seek a state 9
3333 innovation waiver from the federal government to establish a 10
3434 reinsurance program in this state and, if the federal government 11

4040 Statement of Purpose:
4141 To: (1) Require the Office of Health Strategy to establish and implement
4242 health care cost growth benchmarks in this state; (2) require the
4343 Commissioner of Consumer Protection to submit a request to the federal
4444 Secretary of Health and Human Services to implement a Canadian
4545 prescription drug reimportation program in this state and, if the
4646 secretary approves such request, implement such program in this state;
4747 (3) implement the Insurance Commi ssioner's recommendations
4848 regarding stop-loss insurance; and (4) require the Office of Health
4949 Strategy to seek a state innovation waiver from the federal government
5050 to establish a reinsurance program in this state and, if the federal
5151 government approves such request, establish such program.
