AN ACT CONCERNING THE COST OF HEALTH CARE, 
PRESCRIPTION DRUG REIMPORTATION, STOP -LOSS INSURANCE 
AND REINSURANCE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to: (1) Require the Office of 1 
Health Strategy to establish and implement health care cost growth 2 
benchmarks in this state; (2) require the Commissioner of Consumer 3 
Protection to submit a request to the federal Secretary of Health and 4 
Human Services to implement a Canadian prescription drug 5 
reimportation program in this state and, if the secretary approves such 6 
request, implement such program in this state; (3) implement the 7 
Insurance Commissioner's recommendations regarding stop-loss 8 
insurance; and (4) require the Office of Health Strategy to seek a state 9 
innovation waiver from the federal government to establish a 10 
reinsurance program in this state and, if the federal government 11 
approves such request, establish such program. 12  Proposed Bill No.  218

Statement of Purpose:   
To: (1) Require the Office of Health Strategy to establish and implement 
health care cost growth benchmarks in this state; (2) require the 
Commissioner of Consumer Protection to submit a request to the federal 
Secretary of Health and Human Services to implement a Canadian 
prescription drug reimportation program in this state and, if the 
secretary approves such request, implement such program in this state; 
(3) implement the Insurance Commi ssioner's recommendations 
regarding stop-loss insurance; and (4) require the Office of Health 
Strategy to seek a state innovation waiver from the federal government 
to establish a reinsurance program in this state and, if the federal 
government approves such request, establish such program.
