2323 AN ACT CONCERNING INCARCERATED PERSONS WITH MENTAL
2424 ILLNESS.
2525 Be it enacted by the Senate and House of Representatives in General
2626 Assembly convened:

2828 That chapter 325 of the general statutes be amended to require the 1
2929 Commissioner of Correction to: (1) Initiate a reporting mechanism that 2
3030 correctly identifies the mental health status of any person who is 3
3131 incarcerated; (2) assess the average amount of sentence time served by 4
3232 a person with a mental health illness in comparison to the average 5
3333 sentence time served by an incarcerated person who does not have 6
3434 mental illness; and (3) in collaboration with the Commissioner of Mental 7
3535 Health and Addiction Services, establish protocols to accurately assess 8
3636 the mental health of incarcerated persons from date of incarceration 9
3737 through date of release by (A) identifying any childhood trauma 10
3838 associated with physical or sexual abuse, (B) ensuring that an 11
3939 electroencephalogram is conducted to identify partial complex seizure 12 Proposed Bill No. 220

4545 (C) identifying the rate of recidivism of such persons and the services 14
