RILEY, 46th Dist. REP. NOLAN, 39th Dist. REP. SMITH, 48th Dist. AN ACT CONCERNING INCARCERATED PERSONS WITH MENTAL ILLNESS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapter 325 of the general statutes be amended to require the 1 Commissioner of Correction to: (1) Initiate a reporting mechanism that 2 correctly identifies the mental health status of any person who is 3 incarcerated; (2) assess the average amount of sentence time served by 4 a person with a mental health illness in comparison to the average 5 sentence time served by an incarcerated person who does not have 6 mental illness; and (3) in collaboration with the Commissioner of Mental 7 Health and Addiction Services, establish protocols to accurately assess 8 the mental health of incarcerated persons from date of incarceration 9 through date of release by (A) identifying any childhood trauma 10 associated with physical or sexual abuse, (B) ensuring that an 11 electroencephalogram is conducted to identify partial complex seizure 12 Proposed Bill No. 220 LCO No. 650 2 of 2 activity, also known as Focal Onset Impaired Awareness Seizures, and 13 (C) identifying the rate of recidivism of such persons and the services 14 available to such persons when released.15 Statement of Purpose: To enhance mental health assessments and services for person who are incarcerated.
