AN ACT ESTABLISHING A PUBLIC -PRIVATE PARTNERSHIP TO 
DELIVER COST-EFFECTIVE HUMAN SERVICES AND DETER FRAUD. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to establish a partnership 1 
between state human service agencies and private providers to (1) 2 
improve delivery of human services to low-income persons, elderly 3 
persons and persons with disabilities, (2) reduce the cost of such 4 
services, and (3) foster fraud investigations to uncover ineligible persons 5 
wrongfully receiving public assistance. 6 
Statement of Purpose:   
To improve the cost-effective delivery of human services and make sure 
such services are given only to those in need.
