21-AN ACT PRIORITIZING THE ADMISSION OF IN-STATE STUDENTS AT
22-PUBLIC INSTITUTIONS OF HIGHER EDUCATION.
19+AN ACT CONCERNING THE PRIORITIZATION OF IN -STATE
20+STUDENTS AT PUBLIC INSTITUTIONS OF HIGHER EDUCATION.
2321 Be it enacted by the Senate and House of Representatives in General
2422 Assembly convened:

26-Section 1. (NEW) (Effective July 1, 2021) Not later than January 1, 2022, 1
27-the Board of Trustees of The University of Connecticut and the Board of 2
28-Regents for Higher Education shall each (1) adopt a policy giving 3
29-priority for admission to students who, if such students were admitted, 4
30-would be classified as in-state students pursuant to the provisions of 5
31-sections 10a-29 and 10a-30 of the general statutes to the public 6
32-institutions of higher education governed by said boards, and (2) 7
33-submit, in accordance with the provisions of section 11-4a of the general 8
34-statutes, to the joint standing committee of the General Assembly 9
35-having cognizance of matters relating to higher education the policy 10
36-adopted pursuant to subdivision (1) of this section. 11
37-This act shall take effect as follows and shall amend the following
38-sections:

24+That title 10a of the general statutes be amended to require public 1
25+institutions of higher education to give priority to in-state students for 2
26+admission and to allocate state funding for in-state students prior to 3
27+applying such funds for any other purpose. 4
4728 Statement of Purpose:
48-To require the Board of Trustees of The University of Connecticut and
