AN ACT PRIORITIZING THE ADMISSION OF IN-STATE STUDENTS AT 
PUBLIC INSTITUTIONS OF HIGHER EDUCATION. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2021) Not later than January 1, 2022, 1 
the Board of Trustees of The University of Connecticut and the Board of 2 
Regents for Higher Education shall each (1) adopt a policy giving 3 
priority for admission to students who, if such students were admitted, 4 
would be classified as in-state students pursuant to the provisions of 5 
sections 10a-29 and 10a-30 of the general statutes to the public 6 
institutions of higher education governed by said boards, and (2) 7 
submit, in accordance with the provisions of section 11-4a of the general 8 
statutes, to the joint standing committee of the General Assembly 9 
having cognizance of matters relating to higher education the policy 10 
adopted pursuant to subdivision (1) of this section. 11 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To require the Board of Trustees of The University of Connecticut and 
the Board of Regents for Higher Education to prioritize in-state students 
during the admissions process of the public institutions of higher 
education governed by said boards.
