| 24 | 24 | shall exist against a person who illegally distributes drugs known to be 2 | |
| 25 | 25 | addictive to another person who suffers from such drugs and later seeks 3 | |
| 26 | 26 | medical services to seek recovery for such losses and other costs and 4 | |
